Professional video editing software will let you make videos with music and pictures and so much more: tools like Sony Vegas and Adobe After Effects are capable of creating videos with unmatched quality. However, they are mostly suitable for professionals since they come with endless number of effects, options, and add-ons and have a high learning curve as well.
